Seafood Creole

1/2 teaspoon salt
1/2 teaspoon white pepper
1/2 teaspoon ground black pepper
1/2 teaspoon cayenne pepper

1/2 teaspoon dried sweet basil leaves
1/4 cup butter
1 cup tomatoes, peeled chopped
3/4 cup onion, chopped
3/4 cup celery, chopped
3/4 cup green bell pepper, chopped
1 1/2 teaspoons garlic, minced
1 1/4 cups chicken stock
1 cup canned tomato sauce
1 teaspoon white sugar
1/2 teaspoon hot pepper sauce 2 bay leaves
1 lb  shrimp, peeled and deveined
1 lb bay scallop
1 lb haddock fillet, cut into bite-size pieces
